ประกาศคณะกรรมการกิจการไปรษณีย์ เรื่อง ให้ใช้ไปรษณียนิเทศ พ.ศ. 2566 เนื่องจากได้มีการจัดทำไปรษณียนิเทศขึ้นใหม่ เรียกว่า “ ไปรษณียนิเทศ พ.ศ. 2566” เพื่อใช้ประกอบกับพระราชบัญญัติไปรษณีย์ พุทธศักราช 2477 และได้รับอนุมัติจากรัฐมนตรี ว่าการกระทรวงดิ จิทัลเพื่อเศรษฐกิจและสังคมแล้ว ฉะนั้น อาศัยอำนาจตามความในมาตรา 22 แห่งพระราชบัญญัติไปรษณีย์ พุทธศักราช 2477 ประกอบมาตรา 6 แห่งพระราชกฤษฎีกากำหนดอำ นาจ สิทธิ และประโยชน์ของบริษัท ไปรษณีย์ไทย จำกัด พ.ศ. 2546 จึงให้ยกเลิก “ ไปรษณียนิเทศ พ.ศ. 2561” และให้ใช้ “ ไปรษณียนิเทศ พ.ศ. 2566” ตั้งแต่วันที่ 1 กรกฎาคม 2566 เป็นต้นไป ประกาศ ณ วันที่ 12 มิถุนายน พ.ศ. 256 6 ศาสตรา จารย์พิเศษวิศิษฏ์ วิศิษฏ์สรอรรถ ประธานกรรมการกิจการไปรษณีย์ ้ หนา 36 ่ เลม 140 ตอนพิเศษ 167 ง ราชกิจจานุเบกษา 12 กรกฎาคม 2566

Executive Summary Postal Directive is a collection of rules, regulations, orders or announcements relating to the provisions of postal services, in conformity with the Postal Act B E 2477 or the Acts of the Universal Postal Union UPU by which the UPU member countries shall abide Given the amendments of the Acts as a consequence of the decision made by the UPU Congress which is held every 4 years, the Postal Commission has thus published a Postal Directive B E 25 , in replacement of the B E 25 version, which comes into effect as from 20 Some details have been adapted to comply with the present UPU Convention the 2 th UPU Congress, Abidjan, 9 - 27 August 2021 and the postal business environment with the accent on customer satisfaction Postal Directive B E 2566, detailing postal and postal money order services, comprises 9 parts as follows Part 1 General provision This part includes definition of Postal Directive ; responsibilities of Thailand Post as stipulated in the Postal Act B E 2477 and the Royal Decree B E 2546 Determining the Authorities, Rights and Benefits of Thailand Post as well as key nomenclature mentioned therein; composition of the Postal Commission which acts as a regulatory body and its responsibilities as stipulated in the Royal Decree B E 2546 Determining the Authorities, Rights and Benefits of Thailand Post
Part 2 Dispatch of postal items This embraces o Postal items which are classified into 3 categories; letter - post items - letters, postcards, printed matters, small packets and items for the blind , postal parcels and EMS o Specific provisions on dispatch of postal items which contains Thailand Post s monopoly according to the Postal Act B E 2477 - letters and postcards and in exceptional cases where letters and postcards are dispatched by any means other than by postal routes o Items dispatched out - of - postal route and penalties o Prohibitions of enclosing several letters or postcards in one envelope packet, unless otherwise stipulated in the Postal Act B E 2477 o Prohibited articles and Thailand Post s execution with regard to items posted in breach of the Postal Act B E 2477 and punishment measures o Items with special acceptance conditions, i e valuables, items subject to duties and taxes levied in the country of destination, items subject to customs control, etc which shall be admitted only if they are complied with the regulations and conditions laid down by Thailand Post o Remailed items
Part 3 Postage stamps This part involves definitions of postage stamps, international reply coupons, use of postage stamps, invalid postage stamps, crimes against the use of cancelled stamps or counterfeits with the object of profiting by a higher value, etc Part4 Payment of service charges This part includes definitions of service charges , postage charges , postal money order service charges , special charges , methods of denoting payment, actions taken by Thailand Post when either unpaid or underpaid postal items are found, calculation of charges on unpaid or underpaid items, and exemption from postal charges of items for the blind and frontier forces mail letter - post items and parcels Part 5 Packing and addressing of postal items This includes o Rules applicable to packing of postal items which shall be securely made up, ensuring the integrity of the contents during transport and shall not expose officials to danger or soil or damage other items or postal equipment, treatment of items not properly packed, sender s liability for items not properly packed , envelopes packing materials prohibited from use in accommodating items in postal route o Rules applicable to addressing postal items which shall be made out either in ink or not easily effaceable materials, addressing with complete sender s addressee s names and domicile including postcodes and telephone number if any o Standardized items
Part 6 Postal operation This part entails various operation processes which include acceptance, dispatch and delivery, definition of addressee, and treatment of undeliverable items Part 7 Postal services This part includes a definition of postal services and their classification, viz o Basic services comprising letter - post items letters, postcards, printed matters, small packets and items for the blind and postal parcels o Express Mail Service EMS o Special services, categorized into 2 types, i e supplementary services used in parallel with basic services and supplementary services provided to enhance convenience for customers Part 8 Postal money order services This part includes postal money order services provided by Thailand Post, viz o Postal money orders; which comprise domestic money orders and international money orders; principle rules and conditions relating to money orders, for instance, validity period, maximum amount and currency unit as specified by Thailand Post; Thailand Post s liability for the amount prescribed on the money order o Supplementary services for postal money orders which are categorized into 2 types, i e supplementary services used in parallel with money order services and supplementary services used after the posting of money order
Part 9 Inquiries and payment of indemnity This part includes o Rules applicable to inquiries of postal items and postal money order services, rightful claimants, period of making inquiries which is limited to 6 months from the day after that on which the item is posted, except inquiries of EMS which has to be made within 4 months o Conditions, rules applicable to liability and payment of indemnity for lost damaged postal items and postal money orders caused by postal designated operators, rightful claimants for such indemnity, a lapse during which to claim for indemnity, prosecution with fraudulent insurance for a value greater than the item s actual value o Rules applicable to non - liability in different cases as well as a prohibition of taking the indirect damage, moral damage, consequential losses or loss of profits due to loss, damage or delay into account to claim for indemnity
