ประกาศกรมเจ้าท่า ที่ 53/2566 เรื่อง แนวทางการใช้บริการสิ่งรองรับของเสียจากเรือ (Reception Facilities) และรายงานการได้รับบริการสิ่งรองรับของเสียจากเรือไม่เพียงพอ (Report on Alleged Inadequacy of Reception Facilities)

ประกาศกรมเจ้าท่า ที่ 53/ 256 6 เรื่อง แนวทางการใช้บริการสิ่งรองรับของเสียจากเรือ ( Reception Facilities ) และรายงานการได้รับบริการสิ่งรองรับของเสียจากเรือไม่เพียงพอ ( Report on Alleged Inadequacy of Reception Facilities ) เพื่อให้การขนถ่ายและทิ้งของเสียจากเรือเป็นไปตามมาตรา 119 และ 119 ทวิ แห่งพระราชบัญญัติ การเดินเรือในน่านน้้าไทย พระพุทธศักราช 2456 และที่แก้ไขเพิ่มเติม และให้สอดคล้อง ตามอนุสัญญาระหว่างประเทศว่าด้วยการป้องกันมลพิษจากเรือ ( International Convention for the Prevention of Pollution from Ship, MARPOL ) และอนุสัญญาที่เกี่ยวข้อง กรมเจ้าท่า จึงออกประกาศแนวทางการใช้บริการสิ่งรองรับของเสียจากเรือ ( Reception Facilitie s ) และรายงาน การได้รับบริการสิ่งรองรับของเสียจากเรือไม่เพียงพอ ( Report on Alleged Inadequacy of Reception Facilities ) ดังต่อไปนี้ 1 . ในการใช้บริการสิ่งรองรับของเสียจากเรือ ( Reception Facilities ) ให้เจ้าของเรือ ตัวแทนเจ้าของเรือ หรือนายเรือ ติดต่อนายท่าเพื่อแจ้งก้าหนดการและรายละเอียดของเสีย ที่จะใช้บริการสิ่งรองรับของเสียจากเรือทราบล่วงหน้าตามเงื่อนไขหรือข้อก้าหนดของท่าเรือ ทั้งนี้ ต้องไม่น้อยกว่า 24 ชั่วโมง 2 . ให้นายเรือลงนามก้ากับในบันทึกการให้บริการสิ่งรองรับของเสียจากเรือของท่าเรือ หรือใบก้ากับการขนส่งของเสียจากเรือของผู้ให้บริการสิ่งรองรับของเสียจากเรือ และเก็บส้าเนาไว้บนเรือ เพื่อให้เจ้าหน้าที่ตรวจสอบ 3 . หากไม่ได้รับการให้บริการ หรือการบริการสิ่งรองรับของเสียจากเรือของท่าเรือ ขาดประสิทธิภาพ ไม่เพียงพอ หรือท้าให้เรือต้องเสียเวลาเกิ นสมควรจนก่อให้เกิดความเสียหาย ให้เจ้าของเรือ ตัวแทนเจ้าของเรือ หรือนายเรือ แจ้งกรมเจ้าท่าทางไปรษณีย์อิเล็กทรอนิกส์ envi@md . go . th 4 . ส้าหรับเรือไทยที่ไม่ได้รับการให้บริการ หรือการบริการสิ่งรองรับของเสียจากเรือ ของท่าเรือขาดประสิทธิภาพ ไม่เพียงพอ หรือท้าให้เรือต้องเสียเวลาเกินสมควรจนก่อให้เกิด ความเสียหายนอกราชอาณาจักรไทย ให้เจ้าของเรือ ตัวแทนเจ้าของเรือ หรือนายเรือ แจ้งต่อกรมเจ้าท่า ตามช่องทางที่ปรากฏในข้อ 3 5 . รายละเอียดข้อมูลการแจ้งในข้อ 3 และ 4 ให้เป็นไปตามแบบที่แนบท้ายประกาศนี้ ้ หนา 44 ่ เลม 140 ตอนพิเศษ 153 ง ราชกิจจานุเบกษา 29 มิถุนายน 2566
